I've been seeing a lot of these guys in the subway recently. They stand there until a train comes and then shout (in the ears of those lucky enough to be standing near them) to let the passengers off the train first. Then they go back to standing there.
This one is from earlier this week at Union Square. I saw two fine specimen having a loud, curse-filled conversation this morning on the Mezzanine at Grand Central this morning. What's the deal? Was this part of the strike agreement? Special jobs for the unskilled?

And, funny enough, the MTA has budgeted for $500 million in overtime costs for this year!
Not only are there people standing around doing nothing on the public dime, the MTA somehow can't deal with their workload with the exaggerated number of employees they already have. Overtime??
I wonder how much overtime this dude "worked" this year????
and they want to raise the fares.....ugh
