Former Democratic NYC Mayor Ed Koch has created an "Enemies of Reform" list of New York state legislators who have refused to sign his pledge of reform of New York State government.  Prominent among the enemies of reform are Democratic N.Y. Assembly Speaker Sheldon Silver and Democratic N.Y. State Senate Majority Leader John Sampson.
