Bloomberg Boosts Ulrich From Fluke To The Man To Beat

Six months ago, he was a fluke.

Then he became the mayor's man.

Eric Ulrich, who won a special non-partisan election in February to fill the Council seat that covers Rockaway and parts of southeast Queens, was at first dismissed as a lightweight. As a 24-year-old Republican in a district where Democrats hold a three-to-one enrollment advantage, labor unions and Democratic bigwigs considered Ulrich one of their easier marks.

Then, in April, Ulrich made a tactical move that seems to have paid considerable dividends: He backed Mayor Michael Bloomberg for a third term before the rest of the Republican leadership. That decision won him the favor of Bloomberg's deputies and support from the mayor's formidable campaign operation...


That has put his opponent, Frank Gulluscio, at a sudden disadvantage, at least as Gulluscio's supporters present things.

"He's the underdog," said State Sen. Joseph Addabbo, who held the seat before Ulrich, of Gulluscio. "He understands that."

Addabbo has been working the phones to shore up support for Gulluscio, who was his chief of staff for the last three years of his Council term. Addabbo hopes his ties to organized labor, from his days as the chair of the Council's Civil Service and Labor Committee, will help counteract the Bloomberg advantage.

So far, the effort has been slow-going.

Unions and the Working Families Party have directed their attention elsewhere in the city during this heated primary season, while Ulrich, with the help of Bloomberg and his millions, has been rooting himself in the district.

The two have opened a joint campaign office in Rockaway, which should help Ulrich gain a foothold in a part of the district where he is not as well-known. The district is bifurcated between "mainland" communities like Ozone Park and the Rockaways. Ulrich is from the former, whereas Gulluscio has been known across the district for years.

"They know me as Addabbo's chief of staff," Gulluscio said. "This is a blue collar district. The unions, the people that are living here, are middle class people. I'm middle class like them. They know that."

Gulluscio and the Democrats may seek to paint Ulrich as out of touch with the middle class families that inhabit the detached homes and small-town neighborhoods of places like Howard Beach. But the mayor is popular with those same voters, Bloomberg's aides argue, and once his campaign in the district is in full swing and voters are barraged by television ads, Ulrich will get a boost.

A poll conducted last year by Republicans in the overlapping Senate district, where Addabbo defeated Serphin Maltese, illustrated Bloomberg's strength there, according to a person who has seen the results. In some portions of the area that overlap with the Council district, the mayor's popularity reached highs of 80 percent.

Democrats in Queens dismiss the idea that Bloomberg will have coattails, pointing to the fact that most of the mayor's support comes from Democrats who do not vote Republican down the line.

Even some Republicans discount the power of having Bloomberg at the top of the ticket.

"There's no coattails effect. It's a fallacy," said one Queens GOP official. "It's a mythology we resurrect every cycle."

(Some Queens Republicans have grumbled about the mayor in the months since signing off on his quest to get the GOP line.)

The difference, Bloomberg's aides argue, is what can be done with the Bloomberg campaign's resources. If the mayor's name on the top of the ballot is not enough to lift Ulrich over the tide of Democrats that will come to the polls, the get-out-the-vote operation targeting the district's registered Republicans will. Blueprints for such a targeted election-day sweep are already in formation, according to Bloomberg campaign aides.

More than that, Bloomberg's lieutenants have leaned on connections to other prominent officials on Ulrich's behalf. Rep. Peter King, a galvanizing figure among conservatives, has traveled to the district to campaign with Ulrich. Former Mayor Ed Koch broke with Democrats to endorse him.

In addition to the political help, Ulrich has been able to rely on Bloomberg for assistance in governing, enabling the junior Council member to get more traction than he otherwise might in cutting through the city's tangled bureaucracy for the benefit of his district.

"The mayor has helped me deliver, whether it be city resources or city agencies, to respond to constituent complaints," Ulrich said.

Among the situations that this has helped him in, Ulrich said, was when he was wrestling with the Parks Department and its commissioner over assigning lifeguards to Rockaway Beach.

"I personally spoke to the mayor about this situation," Ulrich said. "Three days later, I got a call from Adrian Benepe."

That access to the highest reaches of the city's hierarchy, surpassing even the leaders of the Council, is invaluable, Ulrich argued, and has helped him establish a relationship with constituents who may have originally been skeptical of him.

The mayor's money, he added, has not hurt.

"We're planning a fundraiser where the mayor will be a guest, and I'd be honored to have his support," Ulrich said. "And if he had any friends that believe in him and like him that want to contribute to me, I'd gladly accept their contribution."

Is Eric saying that he wasn't supposed to have such access to the Parks Department or that he was supposed to but the Department wouldn't move quickly for him unless the Mayor called?

"First there was the Bloomberg for Mayor cards choking our mailboxes. He doesn't even ask for donations, because he's paying for his entire campaign himself. In theory, this should make Mike Bloomberg an incorruptible mayor. Unfortunately, the general feeling is that the opinions of New Yorkers simply do not matter to him. He has his goals and his philosophy, and he gives off the air of being contemptuous towards the opinions of common folk.

The word is out in Jewish neighbourhoods that Bloomberg wants to reach out for the Jewish vote. He has been hiring Jews to get out the Jewish vote since July. The Daily News reported back then as follows.


"Here's a "help wanted" flyer being circulated by the Bloomberg campaign in search of "well-spoken, persuasive, confident, and hard-working" field workers to pound the pavement of Brooklyn and Queens to rally the Jewish vote on behalf of the mayor. For some reason, I find the carefully-chosen use of the word "persuasive" amusing.

What? Pushy and aggressive is too much?"

Ulrich hasn't had time to really prove himself in the council. If he wins, he's elected for four years. Here's hoping that if he wins in November, that he starts doing what he should be doing a a republican. Tack to the right and prove that a councilmember with conservative principles can lead the district. That doesn't mean agreeing with the mayor all the time but agreeing with Republican ideals.

Bloomberg might have been able to buy the democratic line if he had wished. Then were would we be as there was no Republican candidate of stature in sight. So at the least we can agree that he is completely independent of political parties, yes he is liberal leaning. But our club has seen first hand the incompetence in our local leaders and County first hand, back in 2004. So early on in setting the stage in supporting Mayor Bloomberg prior to the counties giving him the line proved useful, as our city councilman Eric Ulrich chances of re-election have improved immensely.

Tom, the purpose of politics is to formulate debate among opposing views of slight differences where a common agreement can come about. I hate hearing how "Bloomberg is independent and can't be bought."

Oh, well that's sweet, but he has enough money to buy. He doesn't need to be "bought." Also, no one challenges him.

Someone told me how a Bloomberg meeting goes.
There's the mayor, his secretary and the deputy mayors.
The secretary brings up a topic.
Everyone looks at King Mike and waits for him to say what HE thinks should be done.
No questions are asked.
No one counters the mayor's thoughts.
And everyone writes it down and goes out like a good soldier to do the emporers bidding.

That's how he operates. Is that how an administration should run?

At least with Bill Thompson, he comes off as someone who will take in ideas, listen and THEN make a decision. With the mayor, the decision is already made.

That is scary.

Actually, he's "completely independent" from the voters as well. He doesn't care what we think, as Republicans, citizens, taxpayers or residents.

Like a true Monarch, we should just be thankful he's there to take care of us, right Tom?

With that statement, I'd hate to see who is fully liberal. Name someone more liberal please so that I understand your comparison.

Tom, your excuses are pathetic and, honestly, if Eric doesn't win, you will have no one to blame but yourselves for caving in and helping this self-interested liberal billionaire the GOP line. Eric should have remained a conservative Republican, like he was when he ran in the Special a few short months ago.

That would have been his best chance to win. Being Bloomy's liberal lap-dog isn't going to get the job done...

Mayoral Coattails?

As Jay's defeat in the GOP district leadership race demonstrates, the mayor's campaign organization can deliver in that context. Other Republicans, including the excellent Joel Zimberg, have attempted to ride Mayor Bloomberg's coattails into the City Council without success.

Zimberg was running in a far tougher Manhattan district, and Ulrich's district is the most favorable for a Republican in the city. Unless Mayor Bloomberg literally goes door-to-door for Ulrich, or buys telecision and radio for him, I doubt there'll be any mayoral coattails.

The lack of interest in the mayoral race may discourage partisan Democrats from turning out. On the other hand, the municipal unions are livid at the mayor. Low turnout could help Ulrich.

QJ, the only benefits that the Mayor offered the Haggerty's to "win" in my race was by giving them unlimited resources to win and by leveraging the Mayor's power of the purse to get both Eric Ulrich and Tom Ognibene to go DOOR TO DOOR against me.

Neither of those guys would have done so if not for the fact that they want lu-lu's coming to them from the Mayor's office - which Bloomberg has promised.

The other major factor was that they put a fake Rudy endorsement in literature dropped the night before the election, which I believe the former Mayor is going to do something about in retribution.

The Mayor had no coat-tails in my race, but because less than 1000 people turn out for State Committee Primaries, the few hundred thousand dollars he spent on his operative's race against me really hurt, along with the arm-twisting he did to make it happen.

In a normal General Election, it is my belief that everyone working with the Mayor will lose as has been in the past...

Of course not, Chance. But this is just another lie told by the Mayor's people - and I'd love to see this "poll" done by "Republicans."

Because if this poll was true, why did long-standing state senator Serf Maltese lose a race when he was endorsed and fully supported by the 80% popular Mayor Bloomberg?

Again, the Mayor is an electoral loser if he didn't rig the system in his favor. Everyone who wants to see the truth knows it...

This Mayor has proven at many levels that he can say ANYTHING with a straight face because he doesn't mind lying and he really doesn't care what people think - he only cares about "winning" - just like his operatives in Queens demonstrated here in the 28th AD where they would even lie about having endorsements they NEVER got just to win.

That strategy was probably created in a room with no walls either at City Hall or in the Mayor's campaign office...
